Pennsylvania Child Abuse History Clearance Process


This instructions are designed to assist you in the online clearance request process.  Please read the instructions before clicking on any links.


Create a "Keystone ID"

1. On the Child Welfare Portal, click on "Create a New Account."


2. Click Next in the lower right corner.


3. Complete the form and click "Finish."


4. You will receive an email with a temporary password.  Copy the password from the email and return to the Child Welfare Portal, click on "Login", and select "Access my Clearances, " then "CONTINUE."


5. After you login with the temporary password, it will prompt you to change your password.  Select and new password and click "Submit." You will be automatically logged out, so...


6. You should now be at the "Keystone Key" login, Enter your username and password.


7. Click on "Create Clearance Application."


8. You should now be able to complete the application process.
